In accordance with the Federal Law “On Citizenship of the Russian Federation”, citizenship of the Russian Federation means a sustainable legal association of a natural person with the Russian Federation which is expressed in set of rights and duties.
Acquisition of citizenship of the Russian Federation is the most complicated procedure which is severely regulated by the Constitution of the Russian Federation, Federal Laws and several regulatory acts.
Citizenship of the Russian Federation is acquired:

By birth
•
As a result of granting citizenship of the Russian Federation
•
Restoration of citizenship of the Russian Federation
In accordance with the Law Citizenship of the Russian Federation can be acquired either in a general or simplified order:
•
The general order of acquisition of the citizenship of the Russian Federation in accordance with which the persons who apply for acquisition of citizenship of the Russian Federation enjoy general conditions indicated in the applicable law.

The simplified order of acquisition of the citizenship of the Russian Federation in accordance with which the persons who apply for acquisition of citizenship of the Russian Federation enjoy conditions of exemption in accordance with the applicable law.

The exclusive order of acquisition of citizenship of the Russian Federation means acquisition of citizenship of the Russian Federation under the Agreement between the Russian Federation, Belorussia, Kazakhstan and Kyrgyzstan: without registration certificate for residence and observation of the term of residence in the Russian Federation,
Granting Citizenship In A General Order:
Foreign citizens and persons without nationality have the right to apply for citizenship of the Russian Federation in general order on condition that the given citizens and persons continuously live in the Russian Federation during five years from the date of granting of residence certificate.
Residence certificate is a document which identifies personality of a foreign citizen or a person without nationality which is issued to confirm permission for permanent residence on the territory of the Russian Federation to the given citizen or person and their right to free exit from the Russian Federation and return to the Russian Federation. The Residence Certificate is issued to a foreign citizen for 5-year period.
Prior to granting of residence certificate a foreign citizen must live in the Russian Federation for at least one year based on permit for Temporary Residence.
The term of residence on the territory of the Russian Federation during five years can be reduced to a one-year period provided that there is at least one of the following conditions available:

A person has great achievements in science, engineering and culture.
•
A person has a profession or qualification which is of interest to the Russian Federation
•
Granting political asylum to the person on the territory of the Russian Federation.
•
The person is acknowledged to be a refugee in accordance with order established by the applicable federal law. The citizens of the states which were part of the former Soviet Union, and who have been in military service in the Armed Forces of the Russian Federation for at least three years on contractual basis, or in any other troops, military formations or bodies, have the right to apply for Russian Citizenship without consideration of provision of continuous five-year period of residence on the territory of the Russian Federation and without granted residence certificate.
A Permit for Temporary Residence can be issued to a foreign citizen within a quota approved by the Government of the Russian Federation. The term of temporary residence permit is three years.
Observation of the Constitution and Laws of the Russian Federation, available legal source of sustenance and renunciation from other citizenship as well as competence in language are compulsory conditions for granting of citizenship of the Russian Federation.
Simplified Order Of Granting Citizenship Of The Russian Federation:
The Law establishes conditions which foreign citizens observe in order to have the right to apply for citizenship of the Russian Federation in simplified order without necessary execution of permit for temporary residence and registration certificate.
The citizens and persons who has at least one parent who has Russian citizenship and lives on the territory of the Russian Federation enjoy such exemptions;
Persons, who had citizenship of the former USSR, lived and live now in the states which were a part of the former USSR and were not granted citizenship of those states and are, because of this, persons without nationality;
Persons who were born on the territory of the former RSFSR and had citizenship of the former USSR;
Persons who are married to the citizens of the Russian Federation for at least five years, as well as other categories of persons.
